US Suspending Cash For Clunkers Deal

The Obama administration will suspend a US$1 billion program intended to spur US auto sales after it surprisingly approached its funding limit after only a few days, government and industry sources said.

The so-called “Cash for Clunkers” program authorized up to $4,500 to car buyers who traded in their gas guzzlers for more fuel efficient vehicles.

The program was expected to run through September 30 but the sources said the administration would suspend it within the next day.

Transportation Department officials had no immediate comment on the program that the agency administers.

Want To Move To NZ Immigration Tells One Guy To Consult An Astrologist

An elderly Indian trying to emigrate to New Zealand was perplexed when immigration officials told him he had to consult an astrologist about his medical condition.

New Zealand Doctor newspaper reported this week that the man from Baroda, Gujarat, wanting to join his daughter and son-in-law in Hawke’s Bay, was diagnosed with atrophic testes in an immigration medical test in India in October 2007.

Last month Immigration New Zealand wrote to him saying its medical assessor had requested a test before it could proceed further with his visa application.

“Astrologist to review and comment on significance of this and whether or not surgery is required,” the letter said.

The elderly man made two long and costly trips to separate doctors in India but was turned away both times after being told there was “something wrong with the letter”, said his son-in-law, who wished to remain anonymous.

Worried because the June 17 letter requested the information from the astrologist by July 17, the couple took the letter to Hastings GP Paddy Twigg.

“They asked me to interpret the letter for them,” Dr Twigg told NZ Doctor.

“They didn’t really believe what they were reading.”

Dr Twigg told them the most likely explanation was that “astrologist” was a typing error and should read “urologist” instead.

Immigration NZ confirmed the error and dispatched a new letter with the word “urologist” instead of “astrologist”, and a new deadline of July 26.

The elderly man has since seen a urologist and the family is waiting to see the medical report, his son-in-law said.

The Department of Labour said Immigration NZ’s Shanghai office handled the case and the error was made by the visa officer in transcribing the medical assessor’s report.

Is Nowhere Hate Free?

A Danish man is being charged with a hate crime for allegedly throwing fireworks at athletes during a gay sporting event in Copenhagen.

The man is accused of throwing fireworks in the Oesterbro stadium, where the the running competitions of the World Outgames are being held.

The only victim is a US athlete, who suffered a light head injury.

The alleged attacker was caught by athletes from the Sparta Athletes club when he tried to make a run for it. A court heard that the 31-year-old attacker had not intended to harm the athletes, as he had thrown only one firework against a wall.

This is the second such incident to occur in Copenhagen since the Outgames began.

The attacks follow on from Sunday, where three gay men from Sweden, Norway and the UK were admitted to hospital following an attack by several youths in the street.

Sunday’s attackers have also been charged with hate crimes.

Copenhagen’s openly gay deputy mayor Klaus Bondam has condemned the attacks, saying, “I am actually surprised that this has happened. I would have thought Copenhagen would have been more welcoming towards gays and lesbians from around the world,”

He told the BBC, “World Outgames have invited people from countries where you can receive the death penalty for being gay. These attacks shows the importance of organising a gay sporting event, to further people’s understanding of homosexuality

Around 5,500 participants have come from around the world to be in Copenhagen for an eight day sport and culture event, to promote rights for homosexuals globally.

China Finally Cutting Down On Excecutions

China will cut the number of people it executes every year to “an extremely small number” and commute more death sentences, though the country has no plans to abolish capital punishment, a state newspaper said on Wednesday.

China is probably the world’s most prolific state executioner, with at least 7000 people sentenced to death and 1718 people executed last year, according to rights group Amnesty International.

It has drawn criticism from rights activists for the high execution rate and the range of crimes that carry the death penalty. It now applies to more than 60 offences in China, including many non-violent and economic crimes. But the China Daily quoted Zhang Jun, vice-president of the Supreme People’s Court, as saying the number of executions will be reined in.

“As it is impossible for the country to abolish capital punishment under current realities and social security conditions, it is an important effort to strictly control the application of the penalty by judicial organs,” Zhang said.

“Judicial departments should use the least number of death sentences possible.”

The report did not give any figures for current execution rates or reduction targets, but Zhang did say that the ultimate punishment should be handed down only to “an extremely small number” of serious offenders, the paper said.

The court has been trying to hand down death sentences only to “those who have committed extremely serious or heinous crimes that lead to grave social consequences”, the paper added.

In January 2007, the Supreme People’s Court regained the power of final approval of death penalties, devolved to provincial high courts in the 1980s, and it promised to apply the ultimate punishment more carefully.
